I live in a rural area that has a few horse properties. We have a saying "It's the country side, it's supposed to smell".

The complaining neighbor is just being a jerk.
Mini horse hardly put out a lot of waste, and from what people are saying in the comments to the original article is that the complaining neighbor is wrong in a senses.
