definitely NOT cut - foreskin is either partially retracted or he simply doesn't have excess skin but certainly not circumcised. if you enlarge the photo it appears that he's more trimmed than shaved - some guys simply don't have thick pubs and sometimes their pubic hair is lighter (blond or gray) and don't show up that will ...
