I think he might be uncut. If you look closely, you can still see that he has quite a bit of skin just below the head. If he is cut, then he must have had a loose circumcision which some people do - cut enough skin just to reveal the head - which is yummy nonetheless.
By the way, "Color of Night" used to be my fapping material - and the theme song for the movie is surprisingly decent - for that time period.
